Answer to (b):
This protein has two relevant enzyme activities. It can transfer phosphate from ATP to 5'-OH groups (which is why it is called a "kinase"), and it can remove phosphate from 3'-phosphate groups. Thus it is also a phosphatase. The consequence of these actions is the conversion of nicks that were nonligatable (due to 5'-OH or 3'-phosphate groups) to ligatable 5'-phosphate/3'-OH nicks.
